Company Overview Battelle manages and operates the National Ecological Observatory Network (NEON) program, which is solely funded by the National Science Foundation.
A 30+ year project dedicated to understanding how changes in climate, land use and invasive species impact ecology, the observatory’s scientists and engineers are collecting a comprehensive range of ecological data on a continental scale across 20 eco-climatic domains representing US ecosystems.

Job Summary We are currently seeking a Program Analyst II.
This position is preferably located in Boulder, CO with a possibility of remote.
We are seeking a well-organized, detail-oriented, dependable team member to join the National Ecological Observatory Network (NEON) program as a Program Analyst II.
In this role the incumbent will primarily support the proposal development and project administration for scientific grants.
This includes grants related to the NEON Program and other independent grants and related projects.
Specific duties include management of the proposal process, processing of letters of support to researchers interested in working with NEON, new grant proposals, project setup and administration, and information requests for NEON Research Support (scientific support related to the NEON program).
The job supports a deadline-driven environment and we are seeking an individual who is used to working within tight time frames while still maintaining high-quality work.
Major Responsibilities Participates in establishing and defining technical feasibility, program plans, including cost and/or schedule requirements for new projects.
Prepares proposal pricing inputs and conducts detailed analysis and assessments of project budget and plans to support execution.
Interfaces with research community points of contact and NEON team leads to define work requirements, coordinate technical responses and schedules, and provide quality reviews as requested.
Identifies budget/financial problems and provides alternatives and recommendations to resolve them.
Conducts quality control and quality assurance review of program documents prior to submission to management.
May assist in developing Battelle program documentation including briefings, draft specifications, solicitations, Statements of Work (SOW), and other project execution documentation.
Develops and conducts presentations on program status including project reviews, budget formulation and execution, cost, and performance data.
Contributes to program and task-related reports, briefings, justification and requests.
Monitors NEON Research Support requests for new requests from the research community.
Manages requests through the Research Support process using Salesforce software implemented for the NEON program.
Inputs data on new grant opportunities into Battelle customer relationship management (CRM) software.
Tracks grant awards and updates CRM software as needed through the proposal and award process.
Maintains a schedule of current and upcoming grant proposals and ensures that deadlines are met for submissions and responses.
Supports the project setup activities for grants that are awarded and tracks metrics on the number of letters of support and proposals that are successful.
Improves current processes and develops, designs, and implements new processes to streamline the grant submission and monitoring process.
Required Qualifications Requires a bachelor’s degree in Business or technical field.
Two years of experience; or an equivalent combination of education and or experience in a related field.
Requires experience in technical project planning, budget development, and implementation of government projects.
Must possess outstanding verbal and written communication skills.
Must be able to maintain effective working relationships with a broad range of operational users, technical developers and principal investigators.
Demonstrated detail-orientation, ability to work independently, and ability to meet deadlines.
Demonstrated knowledge in Microsoft Office Software (Word, Excel) Demonstrated communication and English language/ grammar skills.
Must have permanent authorization for US employment.
